Kenya Unveils Border Security Modernization with Drones, Biometrics, and AI

Kenya’s Interior Principal Secretary Dr. Raymond Omollo has unveiled a modernization strategy to strengthen the country’s border security. The plan targets Kenya’s porous frontiers with Somalia and Ethiopia, aiming to deploy drones, biometric systems, and artificial intelligence technologies to improve surveillance, deter illegal crossings, and enhance coordination among security agencies.

Technology and Regional Context

The strategy sets out to expand security infrastructure, improve training for personnel, and develop interoperable platforms that allow real-time intelligence sharing between agencies. Drones will provide aerial monitoring in remote terrain, biometric systems will strengthen identity verification and prevent fraud, and AI-powered analytics will be applied to detect and anticipate security threats.

“The strategy includes the use of drones, biometric technology, and artificial intelligence to monitor and deter illegal crossings,” Dr. Omollo said. “It also proposes establishing interoperable platforms to enable real-time intelligence sharing between different security bodies.”

The move reflects broader trends across Africa. At the Fourth Nairobi Caucus in August, officials called for greater investment in drones and AI-driven surveillance to counter terrorism. A June 2025 analysis by Eurasia Review also noted that countries including Kenya, Ethiopia, South Africa, Sudan, and Tunisia are increasingly deploying AI and drone systems to secure their borders.

Domestic innovation is expected to play a role as well. In June, Kenyan startup Sentinel Dynamics launched EagleEye AI, a surveillance system designed for real-time monitoring and smuggling detection, which may complement government-led initiatives. Kenya has also reaffirmed its commitment to responsible use of AI in security and defense operations, signaling that governance frameworks will be integrated into new deployments.

Migration Pressures and Community Engagement

Kenya’s adoption of these technologies comes as migration pressures intensify. According to the International Organisation for Migration, more than 23,000 movements were recorded from Somalia in August 2024 alone, including over 1,600 individuals heading toward Kenya. Migration along the Ethiopian corridor has remained steady, with about 1,100 monthly departures on the Southern Route between January and October 2024.

Recognizing the central role of border communities, the strategy prioritizes engagement with residents in frontier regions. Authorities view these communities not as passive observers but as active partners, leveraging their unique knowledge and cross-border cultural ties to strengthen enforcement efforts.

The strategy also addresses weaknesses exposed during past security incidents such as the Dusit D2 hotel siege and the Garissa University attack. By improving coordination and real-time information sharing between agencies, officials aim to close gaps that have previously been exploited by attackers.

Kenya’s border security overhaul signals both a domestic and regional shift toward technology-driven solutions. With drones, biometrics, AI, and community partnerships at its core, the government is positioning itself to manage migration challenges and counter security threats along some of East Africa’s most vulnerable frontiers.
