NIST Ranks Daon #1 in Global Biometric Facial Image Quality Benchmarking

Daon, a Fairfax, Virginia-based digital identity trust company, has announced strong performance in the U.S. National Institute of Standards and Technology’s (NIST) Face Analysis Technology Evaluation (FATE) Quality test. The evaluation measures the effectiveness of face image quality assessment algorithms, which are increasingly important in preventing fraud and supporting secure digital transactions.

The Role of FATE Quality

NIST’s FATE Quality program is one of several tracks under the Face Recognition Vendor Test (FRVT) and related initiatives. It is designed to test how well algorithms can score face images for quality and predict whether they will be useful in downstream biometric applications such as face matching, liveness detection, and watchlist checks. The evaluation is particularly relevant as governments and enterprises worldwide expand the use of biometric verification systems, where poor image quality can undermine accuracy and increase false rejections.

Juniper Research recently projected that digital identity verification checks will climb from 75 billion in 2024 to more than 86 billion in 2025, underscoring the scale at which such quality controls are needed. By filtering out images that do not meet reliability thresholds, quality assessment algorithms help improve the accuracy of facial recognition technology while reducing the likelihood of errors in large-scale deployments.

Daon’s Reported Results

According to Daon, its quality assessment algorithm delivered top-tier performance in the FATE Quality test. While specific metrics have not been independently confirmed through NIST publications, Daon reports that its system excelled in scenarios where low-quality images were removed from test datasets, leading to measurable improvements in false non-match rates. NIST’s methodology involves discarding a portion of the lowest-quality images—such as 1 percent or 5 percent—and then observing changes in accuracy across multiple face verification algorithms.

Tom Grissen, CEO of Daon, emphasized the strategic importance of image quality in identity verification: “Quality is the first step in every successful biometric process.” Michael Peirce, Chief Scientist at Daon, added that the company’s AI models can identify subtle quality indicators in facial images, contributing to more reliable verification outcomes.

Global Context and Applications

The recognition comes at a time when public and governmental debates around facial recognition are intensifying. In Scotland, for example, public opinion remains sharply divided on the use of facial recognition in law enforcement, highlighting the need for accurate, transparent, and reliable systems. Daon’s focus on quality aligns with these concerns by aiming to reduce errors and strengthen trust in biometric deployments.

Beyond the laboratory, Daon’s identity verification and authentication technologies are already used at scale, supporting hundreds of millions of daily digital identity transactions across sectors such as financial services, telecommunications, travel, hospitality, and government. The company has also secured patents for biometric innovations and is expanding its offerings at a time when countries like Australia are updating national identity guidelines to include biometric methods.

Daon positions its quality assessment technology as a safeguard not only against fraud but also against emerging challenges such as deepfake detection. By filtering problematic images and ensuring higher reliability in face recognition pipelines, the system supports a broad range of critical applications, from border control to enterprise security.
