BIO-key has partnered with UVS Infotech in an effort to target academic institutions and government agencies in the Maryland and Virginia areas. The deal specifically concerns BIO-key’s PortalGuard Identity and Access Management solution, which provides organizations with biometric authentication and Single Sign-On capabilities across multiple workplace applications.
To that end, UVS Infotech has added PortalGuard to the Maryland Education Enterprise Consortium’s (MEEC) IT Security Services and Solutions Master Contract. That means that PortalGuard has been identified as a solution that can advance the educational mission in some capacity, and gives UVS Infotech and BIO-key a marketing and negotiating advantage when dealing with schools that are members of the Consortium.
The story is similar in Virginia, where UVS is a Master Agent recognized by the state’s Community College System (VCCS). The VCCS consists of 23 schools, while the MEEC has more than 200 members. BIO-key and UVS have already started submitting proposals and bidding on projects with those MEEC member organizations.
The UVS partnership will also give BIO-key a leg up in the government sector. UVS is a minority-owned business, so the company can provide technology for federal agencies under the 8(a) certification program. The 8(a) regulations cover “sole sourced” technology projects valued at less than $4 million.
“BIO-key offers a tested and proven suite of IAM solutions that are flexible to accommodate customer-specific password and authentication requirements,” said UVS Infotech Managing Partner Sam Singh. “We anticipate that their biometric authentication solutions, including the new Palm Positive mobile app, will be well received by our government customers.”

BIO-key has previously secured a contract with an unnamed MEEC school through a separate partnership with NGEN LLC, which became a BIO-key Channel Alliance Partner in January. Like UVS, NGEN has a favorable contract arrangement with the MEEC as an organization.
UVS is becoming a Channel Alliance Partner several months after BIO-key expanded the program to boost its PortalGuard business. BIO-key has more than 190 PortalGuard clients in the academic sector, with Barstow Community College and Mendocino College standing as some of the most recent additions to the list.
