Thales has appointed Spencer R. Moore as Vice President of Sales for North America Identity Solutions, the company confirmed this week. Moore joins the digital security giant following a long career in public service, including eight years as Commissioner of the Georgia Department of Driver Services and a recent term as Chair of the American Association of Motor Vehicle Administrators (AAMVA) International Board of Directors.
Moore’s background brings significant expertise in identity verification, credential issuance, and regulatory compliance—key areas for Thales as it continues to expand its footprint in government and enterprise identity markets across the United States.
The appointment comes as Thales deepens its involvement in secure credentialing initiatives at the state level. Earlier this year, the company secured a contract with the Arizona Department of Public Safety to produce more than 300,000 secure identification cards annually. The agreement, which covers credentials such as fingerprint clearance cards and concealed weapons permits, could extend through 2029.
In the enterprise sector, Thales recently launched the OneWelcome FIDO Key Lifecycle Management platform, designed to help organizations manage passkey deployment at scale. The solution integrates with Microsoft Entra ID and supports passwordless authentication strategies in line with industry-wide shifts toward stronger digital security practices.
The leadership change also comes at a time when Thales is pursuing ambitious growth targets. The company has outlined plans to increase annual sales by five to seven percent through 2028, aiming to achieve an operating margin of up to 14 percent. Its strategy includes a sustained focus on cybersecurity and identity solutions, areas that have seen increased demand amid digital transformation across both public and private sectors.
With Moore now leading identity sales across North America, Thales is expected to further capitalize on opportunities in the digital ID space, particularly in areas where secure, high-assurance identity systems intersect with public-sector modernization efforts.
