South Korea will implement digital residence cards for foreign residents starting January 10, 2025, marking another milestone in the country’s comprehensive digital identity modernization strategy. This initiative follows South Korea’s successful rollout of mobile national ID cards and introduces smartphone-based identification cards for foreigners living in the country.
The program extends to foreign residents aged 14 and above who possess smartphones registered in their names. The Ministry of Justice will manage the issuance process through the “mobile id-card app,” developed by the Ministry of the Interior and Safety, which supports both iOS and Android platforms. This builds upon the ministry’s existing digital identity infrastructure, which has been developed through partnerships with major South Korean technology firms.
Digital residence cards will function as valid identification at public institutions, hospitals, convenience stores, and for financial transactions. The implementation includes specific provisions for existing cardholders: those with plastic residence cards issued before 2025 must visit local immigration offices to scan QR codes for digital versions, while cards issued after January 1, 2025, enable direct digital downloads via smartphone chip scanning. This approach mirrors successful implementations in other Asian nations, including Singapore’s recent expansion of QR-based immigration verification systems.
The system incorporates multiple security features developed through South Korea’s expertise in blockchain and encryption technologies. Each digital residence card links to a single smartphone, with automatic access blocking if the device is reported lost. The platform employs blockchain and encryption technologies to safeguard personal information and prevent fraudulent use, building on security protocols established during the country’s earlier digital ID initiatives.
The transition to digital residence cards represents one component of South Korea’s broader digital identification initiatives, which began with the introduction of mobile driver’s licenses in 2022 and mobile veterans registration cards in 2023. A trial program for digital national ID cards for citizens begins January 3, 2025, demonstrating the country’s commitment to comprehensive digital identity transformation.
The digital residence card system aims to streamline administrative processes for both foreign residents and government agencies, following the success of similar programs in other sectors. The platform enables more efficient service access and status verification while reducing administrative workload for institutions and businesses.
