ROC has appointed Gary Lac as Executive Vice President of Sales and Marketing, a newly created role focused on commercializing the company’s ROC ABIS automated biometric identification platform and broader Vision AI and identity products. The appointment follows ROC’s public-market debut in February of this year and is aimed at scaling the company’s commercial organization for government, public safety, and enterprise buyers.
Lac joins ROC after serving as Vice President of Solutions Development at NEC Corporation of America, where he led sales and marketing, product, and presales work for advanced biometric and identity solutions. Before NEC, he led Solutions Innovation at IDEMIA, with responsibility for digital identity platforms, facial recognition for aviation and border control, contactless fingerprint technologies, and emerging identity systems. Earlier in his career he held biometrics sales and solutions leadership roles at 3M Cogent and IBM, giving him relationships across the largest deployed government biometrics programs in North America.
“I’ve spent the majority of my career helping identity and biometric platforms grow from strong technical foundations into scaled customer solutions,” Lac said. “ROC is approaching biometrics and Vision AI in a completely different way, and it will enable us to provide groundbreaking capabilities to the public safety communities and beyond. I’m excited to join the team and help translate that potential into growth.”
ROC ABIS is the company’s flagship platform, designed for large-scale biometric enrollment, search, and identification workloads used by law enforcement agencies, border management authorities, and other government identification programs. Lac’s mandate is to grow revenue across these segments and align product development with evolving customer requirements as ROC scales its ABIS deployments.
ROC’s Face1 biometric reader won Best in Biometrics at ISC West 2026 weeks before the appointment, and ROC’s MOSIP certification opened government digital ID procurement channels across Global South programs.
The hire continues ROC’s pattern of building government biometrics expertise into its leadership, following the December 2024 appointment of former Department of Defense ABIS architect Sam Cava as strategic advisor. The move also lands as Amadeus prepares to acquire IDEMIA Public Security for 1.2 billion euros.
