The Malta Business Registry (MBR) has launched a tender for the development of a Central Data Repository (CDR), marking a significant step in the country’s digital infrastructure advancement. The planned platform will serve as a secure digital environment for consolidating documents and identity credentials, offering access through mobile devices and PCs as part of the broader Malta Vision 2050 strategic initiative. This development follows recent global trends in digital identity management, with several nations implementing similar centralized systems to streamline government services.
The proposed CDR system will implement a digital e-wallet functionality, enabling individuals and businesses to store and share essential documents securely. The platform will incorporate artificial intelligence technology to enhance document-sharing processes with government entities, with the aim of reducing administrative overhead and bureaucratic inefficiencies. The Ministry for the Economy, Enterprise, and Strategic Projects indicates that the system will facilitate compliance while maintaining robust data security measures, including advanced encryption protocols and secure authentication methods.
Minister for the Economy, Enterprise and Strategic Projects Silvio Schembri emphasized the CDR’s role in Malta’s modernization strategy, stating, “This project forms a core part of our government’s vision to lead by example as an early adopter of advanced digital solutions. The CDR will simplify processes, improve the ease of doing business in Malta, and enhance the overall quality of life for both individuals and businesses.”
The implementation of the CDR will proceed in phases, beginning with inter-departmental data sharing within government agencies. This approach aligns with recommendations from the World Bank regarding the implementation of digital transformation initiatives in government services. The platform’s functionality will subsequently expand to incorporate private sector integration, supporting Malta’s objectives of digital advancement. This systematic approach aims to establish a comprehensive digital infrastructure serving both public and private sectors.
Interested parties may submit proposals through the ePPS system until November 26. The tender represents one component of Malta’s broader initiative to modernize public services and enhance digital engagement with citizens and businesses. The system will incorporate modern security standards, including phishing-resistant authentication methods and robust identity verification protocols.
The CDR initiative aligns with the objectives outlined in Malta Vision 2050, which focuses on leveraging technology to enhance national efficiency, economic competitiveness, and quality of life.
