Liberia Details $54.7 Million Digital ID Concession Awaiting Ratification

Liberia has signed a digital identity concession with Austria’s OeSD International GmbH involving approximately $54.7 million in investment, with implementation still subject to legislative ratification and other legal conditions.

The build-operate-transfer arrangement would put upfront financing with the concessionaire and cover a national identity system spanning enrollment, biometric deduplication and the issuance of physical and digital credentials. Details were presented at a September 4 briefing and published on Monday.

The planned infrastructure includes county-level and mobile enrollment, civil registration and vital statistics systems, servers, networking, data migration and training. Biometric deduplication would support checks for multiple registrations by comparing applicants’ biometric records within the identity system.

The government would retain ownership of identity data, while the National Identification Registry, or NIR, would administer the program. The arrangement also includes capacity-building and transfer provisions intended to equip Liberian institutions to manage the infrastructure.

The signing advances a procurement process that reached a contractor-selection milestone in August. At that stage, the NIR said procurement had been completed and the project was awaiting presidential approval. The newly disclosed concession adds the investment amount and financing structure to the proposed national rollout.

Liberia’s identity procurement has previously faced procedural objections. In 2025, the Public Procurement and Concessions Commission rejected a request to proceed through restricted bidding for an Austrian-backed biometric ID project. The commission required national and international competitive bidding under the procurement law.

That intervention concerned how the contractor was to be selected. The current concession is being presented as a build-operate-transfer investment, with legislative approval remaining part of the process before implementation can proceed.

The scope combines the records needed to establish an identity with the equipment and services used to enroll people and issue credentials. County offices and mobile enrollment are intended to extend registration beyond a single central facility, while integration with civil records would connect identity issuance to the underlying registration infrastructure.

Training, migration and eventual transfer are included alongside the technology supply. Under the proposed division of responsibilities, the concessionaire provides the initial investment and delivery, while the state retains ownership of the identity data and the NIR’s administrative role.
