IDEMIA Public Security North America has secured a 10-year Blanket Purchase Agreement (BPA) worth up to $194.5 million from the General Services Administration (GSA) to provide identity proofing technologies for Login.gov, the federal government’s single sign-on service. The Reston, Virginia-based company is one of eight technology providers selected by GSA for this initiative, which comes as part of a broader push to enhance digital identity verification across federal services.
The next-generation identity verification platform incorporates multiple security features, including document authentication with digital tampering detection, document identification, font anomaly detection, liveness detection, and face capture capabilities. The system has received certification from the Kantara Initiative for compliance with NIST SP 800-63 revision 3 at Identity Assurance Level 2 (IAL2), a crucial standard for federal identity proofing services that ensures robust verification of claimed identity.
The technology supports both active and passive facial liveness detection and has achieved ISO/IEC 30107-3 Level 1 and Level 2 compliance, with certifications from iBeta and DHS S&T. These certifications demonstrate the platform’s effectiveness in preventing presentation attacks and spoofing attempts. The platform’s accessibility features have been validated by Applause to ensure conformance with Web Content Accessibility Guidelines (WCAG), making the service available to users of all abilities.
“We look forward to serving GSA as a committed technology partner, supporting their digital transformation efforts to improve identity verification and customer experience of Login.gov, which is accessed by millions of users,” said Donnie Scott, CEO of IDEMIA Public Security North America, who has led the company’s identity and security initiatives since 2021.
IDEMIA brings over six decades of experience partnering with government agencies to this project. The company’s ID&V technology also serves as the foundation for its Mobile ID issuance technology, which has been implemented in several states including New York, Arizona, Delaware, Iowa, and Mississippi, with planned expansions to additional states. This expansion aligns with the growing trend toward digital identity credentials, as more states adopt mobile driver’s licenses and digital ID solutions for government services.
