HID is demonstrating how biometric technology can transform and modernize police operations with a case study in Brazil.
The Civil Police of São Paulo, Brazil’s largest state police force, faced several challenges in criminal bookings and identity verification. These included a fragmented identity system across the country’s 27 states, high levels of identity fraud, and the use of outdated manual fingerprinting techniques. These issues contributed to inefficiencies in the booking process, causing delays in identifying suspects and hindering the administration of justice.
To overcome these challenges, the Civil Police implemented the BioKit system, featuring HID’s tenprint scanner, which captures rolled and flat fingerprints for background checks and identification verification. The tenprint scanner is certified by the FBI (FAP 60), ensuring high-quality fingerprint images, and has a user-friendly design, including pictographs and LED indicators, that simplifies the process for officers, making it faster and more reliable.
The scanner also includes an optional silicone membrane, which enhances fingerprint capture for individuals with dry or damaged skin.
The integration of the BioKit system with Brazil’s Automated Biometric Identification System (ABIS) has transformed the criminal booking process in São Paulo. What once took days to complete now takes only minutes, allowing officers to quickly check if a suspect’s biometric data is already on record or to create a new profile if necessary. According to HID, this has led to a significant reduction in identity fraud and a higher number of solved criminal cases, streamlining operations across 500 police stations in São Paulo.
The benefits of the HID tenprint scanner go beyond criminal bookings. Its biometric capabilities are now being used for various applications, including voter registration, border control, and national ID programs. The Brazilian government’s push for biometric national ID compliance has further cemented the importance of such technology in ensuring public safety and operational efficiency.
