DHS Document Outlines Plan to Put Facial Recognition in Local Police Hands

A Department of Homeland Security document revealed by NPR outlines plans to issue facial recognition technology to local police departments, a step that would extend immigration-enforcement surveillance into everyday policing. The reporting frames the plan as widening the reach of ICE-linked facial recognition from federal agents to state and local officers.

The plan would push federal-grade face matching down to the local level. Facial recognition tools that let officers photograph a person and query federal biometric databases have so far been concentrated in the hands of immigration agents, and the document describes extending that capability to local police, the kind of expansion that turns a routine street encounter into a potential database search against federal identity records. Those federal systems are large-scale, holding biometric records on hundreds of millions of people, so a query from a local officer reaches well beyond a department’s own files.

That direction tracks tools DHS and ICE have already been fielding. ICE has piloted Mobile Fortify, a smartphone app that captures facial images and contactless fingerprints for real-time identification, drawing on major DHS biometric systems. A separate app, Mobile Identify, was built for police working with ICE under the 287(g) program before being pulled from the Google Play Store, putting federal biometric search on the phones of participating local officers.

The expansion lands amid sustained scrutiny of accuracy and civil-liberties risks. Facial recognition has been tied to false matches and wrongful arrests, and the prospect of officers using it to identify people in the field has drawn objections from privacy advocates and lawmakers, with US senators having urged ICE to halt Mobile Fortify over privacy and accuracy concerns. Those concerns intensify when the technology moves from a federal agency to thousands of local departments with varying oversight.
