DHS/CBP “Mobile Identify” Facial Recognition App Quietly Pulled from Google Play

A controversial facial recognition app developed by U.S. Customs and Border Protection (CBP) for local law enforcement, branded Mobile Identify, has been removed from the Google Play Store only weeks after its existence was first reported, raising fresh questions about oversight of immigration surveillance tools. The app, which allowed police working with Immigration and Customs Enforcement (ICE) to scan faces and query federal biometric databases from their phones, is no longer visible in the store and the public link appears broken, according to coverage that draws on investigative reporting by 404 Media.

Mobile Identify was built as a companion to ICE’s internal Mobile Fortify app, which uses facial recognition to return a subject’s name, date of birth, alien registration number and immigration status from a database of more than 200 million images held by DHS. Documents obtained under FOIA and reviewed by 404 Media indicate that Mobile Fortify stores captured facial images for 15 years, including those of U.S. citizens, and that individuals cannot refuse to be scanned during immigration encounters. Mobile Identify extends this model to local and regional law enforcement participating in ICE’s 287(g) program, effectively putting federal-grade biometric search in the hands of sheriff’s deputies and city police officers.

When 404 Media first reported on Mobile Identify in early November, the app was available in the Google Play Store and positioned as a restricted-use application for authorized agencies. A subsequent piece highlighted Google’s decision to host the CBP app while removing or restricting community apps that crowdsource sightings of ICE officers, prompting criticism that the company was privileging government surveillance over tools used by immigrant communities. Google told reporters at the time that the app could only be used with official government credentials and did not publicly broadcast user data, and said that it would act if any policy violations were found.

In early December, follow-on reporting from outlets including Newsweek and the Hindustan Times noted that the Mobile Identify listing could no longer be found on Google Play and that the app also appeared to have disappeared from CBP’s own public pages. A synopsis based on 404 Media’s coverage says Google has claimed it did not remove the app and directed questions to the developer, while CBP has not commented on why the listing vanished or whether the program is being paused, rebranded, or moved to other distribution channels. It is not yet clear whether the removal affects agencies that already installed the app or if an alternative distribution mechanism has been provided.

The Mobile Identify episode underscores the opacity of law-enforcement biometric deployments and the reliance on commercial app stores as distribution and governance chokepoints. A tool that links live street-level policing to large federal face databases raises acute risks of misidentification, discriminatory targeting, and mission creep, particularly when local departments may lack adequate training or policy constraints. The apparent quiet removal of the app, without a clear public rationale, will likely intensify demands for transparency from Congress, civil society and major platform providers about what data is collected, how long it is retained, who can query it and under what legal authority.
