Delaware Sets October 5 Switch to IDEMIA Fingerprint Kiosks

Delaware’s State Bureau of Identification will move fingerprinting services at all its locations to IDEMIA SMART-E kiosks on October 5, replacing the traditional staff-operated process with remotely assisted biometric enrollment.

Customers will complete the capture steps at a kiosk while a trained agent assists and supervises them through integrated audio and video. The agent can communicate directly with the customer and provide guidance during the appointment, maintaining human involvement without requiring the operator to be beside the scanner.

The kiosks support ten-print fingerprint capture, facial-image capture, scanning of government-issued identification and electronic payment processing. Ten-print capture records all ten fingers for the fingerprinting service. Government identification is scanned alongside the fingerprints and photograph, with a remote agent available to guide applicants throughout the sequence.

Before attending, customers must register and schedule an appointment through IdentoGO. They should obtain the appropriate service code and required forms or documentation from the employer, licensing organization, agency or other body requesting the background check.

Applicants must bring an accepted government-issued identity document. The IdentoGO appointment site lists acceptable identification, including options beyond a driver’s licence or passport. Customers also need an electronic payment method to complete enrollment at the kiosk.

The state lists two locations: its Dover office at 600 South Bay Road, Suite 1, and the Georgetown office at the Thurman Adams Center on South Bedford Street. The transition is part of the bureau’s work with IDEMIA and IdentoGO to modernize fingerprinting and background-check services.

IDEMIA previously expanded remotely supervised SMART-E enrollment in Pennsylvania and Colorado. Those deployments used a remote agent to guide applicants through biometric capture, extending the company’s kiosk model beyond conventional appointments with an operator at the capture station.

Other suppliers are changing the operator workflow for fingerprint enrollment. Vanguard Biometrics recently introduced guided LiveScanID software for professional providers handling background checks, licensing and employment screening, combining capture instructions with storage for supporting verification records.

Delaware’s new process combines the capture equipment, identity-document scan and payment step in one remotely supervised appointment. Customers with questions can contact the State Bureau of Identification before their visit to confirm the documentation required for their particular service.
