BIO-key and RunLevel Deploy Biometric IAM Across Mozambique’s National Payments Network

BIO-key International has announced a multi-year strategic agreement with Sociedade Interbancária de Moçambique (SIMO), the operator of Mozambique’s national electronic payments network, to deploy biometric identity and access management solutions across the country’s financial ecosystem. The agreement, executed in partnership with RunLevel, a regional African integrator specializing in identity and cybersecurity, expands biometric IAM capabilities across Mozambique’s financial infrastructure.

Under the agreement, BIO-key’s PortalGuard IAM platform, PIN:You tokenless authentication technology, and Single Sign-On capabilities will be integrated into SIMO’s environment. The deployment is designed to improve governance, strengthen cybersecurity resilience, and streamline secure access for the banks and financial institutions participating in SIMOrede, Mozambique’s unified national electronic payments network, which handles interoperability, clearing, and settlement services across the country’s financial sector.

The deal builds on a prior joint deployment by BIO-key and RunLevel in Mozambique for a major national bank in May 2025 and represents BIO-key’s 11th banking and financial sector customer globally. Mozambique has a population of 36.6 million, and as digital banking adoption accelerates across the country, the need for robust, identity-first security infrastructure has become a central concern for SIMO’s governance mandate.

“Partnering with BIO-key and RunLevel allows SIMO to adopt modern identity and access management solutions that strengthen governance, protect essential systems, and support the secure digital transformation of our national payments infrastructure,” said Juna Chiloveque, SIMO’s CISO and head of IT Security and Compliance.

“By combining local expertise with advanced IAM technologies, we are helping establish secure authentication foundations that allow banks to innovate confidently while safeguarding critical payment infrastructure,” said Miguel Guerreiro, Managing Partner at RunLevel.

Alex Rocha, BIO-key’s Managing Director for International, said the deployment “helps financial institutions modernize access, reduce identity risks, and enable trusted digital services across the ecosystem.”

BIO-key has been expanding its African footprint through partnerships with regional integrators. The company has also partnered with SAVIS Group to bring biometric IAM to Vietnam and reported 49-percent Q2 2025 revenue growth driven by international expansion.
