LexisNexis Risk Solutions announced on Monday a digital birth credential developed with the Arizona Department of Health Services and the Arizona Department of Transportation. Arizona-born residents can hold a verified digital version of their birth certificate on a mobile device and present it when applying for services at Motor Vehicle Division offices.
The rollout predates the official announcement. The credential started at three MVD pilot locations on November 17, 2025, and went statewide on June 1st of this year. LexisNexis describes it as the first digital birth credential in the United States.
The program runs on LexisNexis VitalChek, its vital records platform, which handles the records, identity assurance and payments behind the credential. Reducing reliance on paper documents lowers the risk of document loss, theft and identity fraud, the company said.
“Arizona is demonstrating that innovation and security can coexist in government service delivery,” said Katina Lugo, assistant state registrar and chief of the Bureau of Vital Records at ADHS. “We are proud to help establish a model that improves citizen access while strengthening identity assurance.”
Richard Grape, senior director of strategy at LexisNexis Risk Solutions, framed the work around the underlying document. “The birth certificate is the cornerstone of identity, and Arizona has transformed it into a verifiable credential for our digital-first world,” he said. Kellie Broxton, director of product at VitalChek, said the credential is redefining how vital records are issued, verified and trusted.
A birth certificate is commonly required in the United States when applying for a driver licence, a passport or a Social Security card.
Arizona has been among the earlier states to put identity documents into digital form. It was the first state to adopt the government-controlled AX Wallet when AstreaX launched it in April, and mobile driver licences continue to spread across state motor vehicle agencies, with Apple Wallet IDs set to reach four more states. Civil registry digitisation has moved on a separate track elsewhere, with Guinea launching biometric birth certificates in March.
LexisNexis Risk Solutions has been expanding its footprint in government identity work this year, including a broader role across Login.gov identity proofing under a call order awarded in May.
