AstreaX Launches Government-Controlled AX Wallet with Arizona as First State Adopter

AstreaX, a subsidiary of Michael Baker International, has launched the AX Wallet, a state-controlled mobile digital identity platform that gives government agencies direct management of which credentials citizens can store and share, with Arizona becoming the first state to adopt the technology.

The AX Wallet extends the scope of state-issued mobile credentials well beyond the mobile driver’s license, enabling citizens to store vehicle registration, vehicle title documents, insurance cards, student IDs, hunting and fishing licenses, professional and occupational licenses, birth certificates, food service and liquor licenses, and organizational security credentials on their smartphones. The platform is operated by the Arizona Department of Transportation Motor Vehicle Division as the Arizona Wallet. AstreaX CEO David Knigge said the platform is designed to “redefine how governments and citizens connect – delivering a secure, modern and convenient experience.”

The AX Wallet adheres to ISO 18013-5 and ISO 18013-7 standards for mobile driver’s licenses and aligns with AAMVA Mobile Driver’s License Implementation Guidelines. The platform’s defining characteristic is state control: rather than routing credential issuance through commercial platform operators, the AX Wallet gives state governments authority over which documents and services are included, positioning it as a sovereign alternative to Arizona’s Apple Wallet digital ID and Arizona’s existing Google Wallet digital ID support, both of which Arizona already participates in. The platform also supports proactive government-to-citizen notifications, including alerts for upcoming document expiration dates.

Arizona has been among the earliest and most active U.S. states in mobile driver’s license adoption. The state was among the first to enable TSA acceptance of mDLs and was included in both major commercial wallet platform rollouts for digital ID. The AX Wallet adds a state-governed layer to that infrastructure, enabling Arizona to add document types that fall outside the scope of commercial wallet agreements and maintain direct control over credential issuance and data flows.

AstreaX specializes in government technology and digital identity, with experience in DMV modernization and licensing and permitting platforms. The announcement was made April 6, 2026. The company is a subsidiary of engineering and consulting firm Michael Baker International.
