Guinea Launches Biometric Birth Certificates in Sanoyah in Civil Registry Modernization Push

The municipality of Sanoyah, on the outskirts of Conakry, began issuing biometric birth certificates locally on March 2, officially extending Guinea’s civil registration modernization to a new administrative commune. The program forms part of a national initiative to digitalize public identity services and create a coherent digital identity ecosystem built on the principle of “one citizen, one identity.”

The launch ceremony was held at Sanoyah’s Maison des Jeunes and was attended by the Director General of Guinea’s National Office for Civil Registration and Identification (ONECI), senior officials from the Ministry of Territorial Administration and Decentralization, local civil registration officers, and district advisers.

Until the launch, residents of Sanoyah had to travel to neighboring communes to obtain official identity documents. The new service allows them to complete both the biometric birth certificate process and biometric national identity card enrollment directly in their home commune, cutting travel costs and processing times. For its first phase, 2,000 biometric birth certificates (referred to as “Extraits de naissance biométriques”) have been allocated to the community.

To obtain a certificate, applicants must present a previous birth certificate, a court-issued supplementary judgment transcribed at the civil registry, or a document issued by the RAVEC, Guinea’s biometric voter registration authority. Documents produced by private data centers are not accepted.

The certificates are free for residents aged 15 to 30. For children under 15, parents pay a receipt fee of 60,000 Guinean francs deposited directly into government accounts. The biometric national identity card is issued free of charge for all first-time applicants aged 16 and older. A replacement document costs 60,000 GNF.

Sanoyah’s secretary general, Mariame Conde, outlined four core objectives: reducing delays in obtaining administrative documents, fighting fraud and duplicate registrations, securing civil registry data, and simplifying administrative procedures for residents. “Through this innovation, our commune is fully aligned with the national dynamics of digitalization of public services,” she said at the ceremony.

The Sanoyah rollout builds on Guinea’s broader national ID program using MOSIP and TECH5 biometric infrastructure, which underpins the country’s civil registration and identification systems. The biometric birth certificate serves as the foundational document for the national biometric ID card, connecting civil registration from birth directly to the digital identity pipeline.
