WE BUILD Consortium Selected for EU Digital Identity Wallet Large Scale Pilot

The European Commission has selected the WE BUILD consortium as a participant in the second round of Large Scale Pilots for the EU Digital Identity wallet. The consortium, which includes 197 organizations, will develop wallet ecosystem solutions focused on business and payment applications.

WE BUILD (Wallet Ecosystem for Business and Payments Use Cases) will address essential business-to-business (B2B), business-to-government (B2G), and business-to-bank interactions. The initiative supports the EU’s goal of reaching 80 percent citizen adoption of digital identity wallets by 2030.

Mark Hanhart from ABN AMRO Bank emphasized that “eIDAS 2.0 will thrive for businesses too,” noting the need to expand digital identity beyond citizen applications to include business use cases and private sector data exchange through the Company Passport.

The EUDI Wallet initiative, connected to the eIDAS 2.0 regulation, will provide passwordless authentication, Know Your Customer (KYC) compliance features, and regulated credential issuance and verification in partnership with eIDAS trust service providers.

In January, the EU Digital Wallet ecosystem introduced new payment integration specifications with enhanced capabilities through Version 2.2 of the Request for Comments (RFC) documentation. Finland’s Digital and Population Data Services Agency (DVV) has also expanded EUDI Wallet testing for travel applications with Amadeus.

The European Commission’s cybersecurity plan for healthcare providers identifies the EUDI Wallet as providing “a harmonised, EU-wide approach to electronic identification for healthcare professionals” by late 2026. Under this plan, all online health information systems must implement strong user authentication and accept the wallet for identification by the end of 2027.

This development follows other EU digital identity milestones, including Italy becoming the first EU member state to launch EUDI Wallet beta testing in 2025, and the European Commission’s adoption of technical standards for cross-border digital identity wallets in late 2024.

The WE BUILD pilot marks an important advance in implementing digital identity solutions serving both citizens and businesses across the European Union, potentially influencing similar programs worldwide.
