The Portuguese Ministry of Foreign Affairs has awarded a €744,375 contract to Vision-Box for mobile biometric data collection stations. The procurement, conducted through an open tender under EU Directive 2014/24/EU, was partially funded with European Union resources, aligning with the EU’s broader initiatives to strengthen digital identity infrastructure across member states.
Vision-Box, headquartered in Cascais, Portugal, has established itself as a significant player in the airport biometrics market, having recently implemented major projects including border control systems at Sint Maarten Airport and deploying over 150 biometric touchpoints in Indonesian airports. The company was the sole bidder in this procurement process, with the contract (identified as CON-0001) concluded on December 18, 2024, for delivery in the Lisbon Metropolitan Area.
The tender specifically covered the acquisition of media storage and reader devices for biometric data collection, coming at a time when the European Union is preparing for the implementation of its new Entry-Exit System (EES) in 2025. The selection process weighted price as the sole criterion at 100 percent. The procurement did not involve a framework agreement, dynamic purchasing system, or electronic auction.
The Secretary-General of the Ministry of Foreign Affairs (Secretaria-Geral do Ministério dos Negócios Estrangeiros) managed the procurement through its Ministerial Purchasing Unit. The contract includes a 30-day period for parties to file review requests, adhering to standard EU procurement transparency guidelines.
The official notice was published today in multiple languages in the Official Journal of the European Union, marking another step in Portugal’s ongoing modernization of its digital identity infrastructure, which has seen both advances and setbacks, including the recent cancellation of a €2.15 million biometric software tender.
