Vietnam to Assign Electronic Identification Codes to Real Estate

Vietnam’s government has issued a new decree introducing electronic identification codes for housing and real estate products, embedding digital identification concepts into the country’s real estate information infrastructure.

Decree 357/2025/ND-CP, issued on December 31, 2025, establishes the framework for building and managing national information systems and databases on housing and the real estate market. The decree takes effect on March 1, 2026.

Under the decree, an "electronic identification code of real estate products" is defined as a unique alphanumeric string of up to 40 characters, assigned to individual houses or built floor areas within construction works and managed centrally within the national housing and real estate database. The code structure, specified in an appendix, incorporates land plot identifiers, project and construction work data, location identifiers where applicable, and system-generated character sequences.

Vietnamese legal summaries and press reporting indicate that these identification codes are generated automatically by the system rather than manually assigned. Provincial Departments of Construction are responsible for associating the codes with real estate products during defined administrative procedures, such as confirming eligibility for off-plan housing sales or appraising feasibility study reports.

The decree also introduces concepts closely aligned with digital identity frameworks. It defines electronic identification on the system as the process of registering, verifying, creating, and attaching identity information for land plots, houses, and participants in housing and real estate transactions, in accordance with existing electronic identification and authentication regulations. An electronic identification account is defined as a verified set of credentials, linked to a personal or organizational identification number, used to access the system and connected platforms.

In addition, the decree sets out mechanisms for exploiting housing and real estate market data, including access via a public information portal, system-to-system data sharing, and formal document requests submitted to competent authorities.

While the identification codes apply to real estate products rather than individuals, the framework reflects Vietnam’s broader move toward digitized registries and identity-linked information systems across government sectors. The country has been aggressively expanding its VNeID platform, aiming for 100% digital ID coverage by 2026, and has already mandated biometric authentication for online banking and border points.
