The contract opportunity, identified as 70Z02325RFAC20001, specifies a 12-month base period with four optional renewal periods under a Firm Fixed Price IDIQ structure.
TWIC, a cornerstone of maritime security since its implementation after 9/11, requires workers accessing secure areas of maritime facilities to carry biometric credentials. The program has seen several technological iterations, with the Coast Guard previously partnering with companies like Integrated Biometrics to enhance security measures at cargo facilities.
The procurement calls for handheld multi-mode biometric readers that meet TSA TWIC Reader Hardware and Card Application Specifications Version 1.1.1. The devices must support all TWIC card versions, including V1.0, V2.0, V2.3, and future updates, while providing biometric template functionality for secure authentication.
Technical specifications require the readers to conform to MIL-STD 810F military durability standards and support multiple authentication modes, including Personal Identity Verification (PIV) and PIV-Interoperable standards. The devices must also implement features detailed in TSA specification appendices regarding reader adaptability and Secure Identification Display.
The selected contractor will be required to provide comprehensive support services, including a dedicated technical helpdesk, hardware maintenance, and regular software updates. The scope encompasses troubleshooting reader malfunctions, implementing TSA-mandated technical changes, and maintaining compatibility with evolving TWIC card versions.
Additional requirements include managing updates to the Canceled Card List (CCL) and Visual Canceled Card List (VCCL) URLs, along with addressing end-of-life hardware considerations through appropriate refreshes. The contract will be based in Washington, DC, with vendor responses due by January 28, 2025, at 4:00 PM EST.
