UK Government Signals New Digital ID Leadership as Josh Simons Emerges as Likely Lead

UK Prime Minister Keir Starmer is expected to appoint Labour MP Josh Simons to a senior role overseeing digital reform, positioning him as a central political figure in the government’s long-anticipated national digital identity initiative. Multiple reports indicate Simons will serve as “minister for digital reform,” with responsibility for steering the policy conversation and leading an upcoming public consultation on digital ID.

Simons, a first-term MP for Makerfield, currently serves as an acting parliamentary secretary in the Cabinet Office. He has already become a visible public defender of the government’s approach to digital identity, particularly during parliamentary debates late in 2025. In a Westminster Hall debate on December 8, Simons sought to frame the initiative as inclusive and decentralised, emphasising that the government does not intend to create a centralised identity database.

In remarks recorded in Hansard, Simons stated that the proposed system would be federated, supported by legal firewalls and data minimisation safeguards. He also described the digital identity framework as a public good, stressing that it would not be outsourced wholesale to private companies. Instead, he said the government aims to build a system that is inclusive, secure, and useful, while engaging civil society, businesses, trade unions, and community groups.

Beyond the rhetoric, recent governance changes suggest the government is moving to formalise responsibility for the programme. A Machinery of Government written statement published in October 2025 assigned overall responsibility for the new digital identity scheme to the Cabinet Office, including policy development, legislation, and strategic oversight. The Department for Science, Innovation and Technology was tasked with technical design, build, and delivery. This split aligns closely with Simons’ current role and reinforces expectations that he will act as the political lead.

The forthcoming public consultation is expected to reopen long-running debates over cost, inclusion, data governance, and the role of industry. Computer Weekly notes that digital identity remains politically sensitive in the UK, with historical baggage from earlier initiatives and ongoing uncertainty around funding. Figures as high as £1.8 billion over three years have been cited in political debate, though no firm budget has been confirmed.

As the consultation approaches, key questions remain unresolved, including whether participation will be voluntary, how federated architecture will be implemented in practice, and how private-sector digital identity providers will fit into the ecosystem. Simons has previously confirmed that the government is considering a physical alternative to the digital ID scheme and has stated that data will be hosted domestically.
