Two Finnish wellbeing-services regions are jointly seeking an identity and access management platform under a tender valued at four million euros, with the goal of replacing and centralizing the identity systems that govern who can reach their health and social-care applications. Western Uusimaa and the Vantaa and Kerava region are running the procurement together, having formed a joint purchasing arrangement to carry out the competition.
The aim is to consolidate fragmented identity infrastructure into a single system. The regions want an IAM platform whose capabilities, functionality, scope, and service level match both their current operations and future needs, replacing the patchwork of identity and access-rights management they run today. Centralizing those functions is intended to give the regions a common way to provision accounts and control access across their organizations.
The regions frame the joint approach as a practical one. Running the competition together is meant to pool resources for a complex procurement and to draw more interest from system suppliers, and the regions note that the ministries overseeing the wellbeing-services areas favor cooperation on system purchases within each area. For those reasons, the two regions decided to form a procurement partnership under Finland’s public procurement law.
Identity and access management has become a focal point as health systems modernize the way staff reach clinical and administrative software. Vendors have been targeting the sector directly, with Ping Identity and OLOID teaming up on passwordless biometric authentication for clinical workforces, while the wider market has seen moves to shore up identity resilience, including Rubrik’s acquisition of Strata Identity to add identity continuity and resilience capabilities.
Tenders are due by August 28, 2026.
