TECH5 has secured a 15-year contract with the Virginia State Police valued at approximately $54 million to modernize the state’s fingerprinting and identification systems. The project involves deploying approximately 800 Livescan systems across Virginia, building upon the state’s existing criminal justice information infrastructure.
The Livescan technology will incorporate fingerprint, facial recognition, and tattoo capture capabilities, integrating with Virginia’s Multi-Biometric Identification System (MBIS). MBIS allows law enforcement agencies to cross-reference biometric data across multiple databases, enhancing identification accuracy and processing speed.
According to Lt. Dominic Sottile of the Virginia State Police’s Criminal Justice Information Services Division, the implementation aims to streamline data collection while maintaining security standards. “Our fundamental objective is to better serve and protect the citizens of the Commonwealth of Virginia through the Livescan Project,” Sottile explained.
The system’s deployment will follow a phased approach, with TECH5 providing both civilian and criminal processing kiosks. These kiosks will use Software-as-a-Service (SaaS) architecture, allowing for secure cloud-based processing while maintaining compliance with criminal justice information security policies. The platform’s open architecture enables integration with existing third-party biometric capture systems, a feature that has become increasingly important as law enforcement agencies modernize their identification systems.

The implementation is expected to reduce processing times at identification kiosks, benefiting both civilian applicants and law enforcement operations. Gary Monetti, Senior Director of Government Sales for TECH5 USA, emphasized the practical benefits: “Implementing our technology will reduce the waiting time at the kiosks and improve the State’s ability to process civilian workers while reducing the lines of sex offenders and other criminals waiting to be processed into the system. This will ultimately improve the public safety for its citizens.”
The contract represents a significant expansion of biometric identification capabilities in Virginia’s law enforcement infrastructure, following other digital identity modernization efforts across the Commonwealth. The system’s ability to process multiple biometric modalities aligns with emerging standards in law enforcement technology, where agencies increasingly rely on comprehensive identification solutions that can adapt to evolving security requirements.
TECH5’s selection for this project builds upon its track record in large-scale government implementations, including recent deployments in other U.S. states and international markets. The company’s experience with criminal justice information systems and compliance with FBI standards were likely contributing factors in securing this long-term partnership with Virginia law enforcement.
