Pangea and TECH5 have delivered a biometric voter registry to the government of Jamaica.
Pangea won the contract from the Electoral Commission of Jamaica through a public tender, and looked to TECH’s T5-OmniMatch ABIS solution to provide a technological foundation for a centralized system that can register and verify voters via fingerprint and face biometrics. The project involved the migration of an existing, decade-old fingerprint processing system, with the new, joint solution supporting the registration of four million voters.
TECH5’s T5-OmniMatch ABIS is a sophisticated, centralized system designed to support large-scale identification initiatives such as national ID programs. This system stands out as a foundational technology for securely and precisely identifying individuals across various biometric modalities. By integrating a comprehensive biometric database with an advanced matching engine, T5-OmniMatch ABIS offers a robust solution for managing and authenticating identities on a grand scale, ensuring that each individual is recognized accurately and efficiently.
Among its standout features, the T5-OmniMatch ABIS boasts multi-modal biometric capabilities, including face, fingerprint, and iris recognition, enhancing flexibility and accuracy in identity verification processes. The system’s enrollment and de-duplication functionalities guarantee the uniqueness of each identity within its database, effectively preventing the creation of duplicate records across different biometric types.
Designed for large-scale identification (1:N) and verification (1:1) tasks, this system is capable of swiftly navigating through extensive databases to locate potential matches, a critical function for projects at the national level. Additionally, TECH5 places a high emphasis on security and privacy, incorporating encryption, secure APIs, and stringent access controls to safeguard sensitive biometric data—all of which would be considered critical in a voter registry such as that of Jamaica.
A Jamaica-based IT firm has been subcontracted to provide ongoing maintenance and support services.
