TECH5 Appoints Victoria Errea as Vice President of Delivery

TECH5 has appointed Victoria Errea as vice president of delivery. Based at the company’s Dubai headquarters, she will lead the global rollout of TECH5’s sovereign digital identity and biometric systems for governments and large enterprises.

According to TECH5, Errea spent more than five years directing Belgium’s national electronic identity (eID), biometric onboarding and public key infrastructure (PKI) programs at the Federal Public Service Home Affairs, while also serving as Belgium’s single point of contact to the European Union for identity and travel documents. PKI is the system of digital certificates and cryptographic keys used to authenticate people and sign data electronically.

She also has more than a decade of experience managing international programs funded by the World Bank, the European Union and United Nations agencies in emerging economies, the company said.

TECH5 tied the appointment to government deadlines for digital public infrastructure, including the EU’s eIDAS 2.0 regulation, which requires each member state to offer citizens and residents at least one European Digital Identity Wallet by the end of 2026, and to multilateral investment in identity and instant payment systems in developing markets. It cited AfricaNenda’s SIIPS 2026 report and implementations in Honduras and Papua New Guinea as examples of digital identity and payments coming together.

The appointment follows TECH5’s decision this month to name co-founder Rahul Parthe as chief executive, with a mandate to take its Digital Public Ecosystem model into more countries. His priorities include extending national-scale deployments and developing payment and financial-inclusion partnerships. That model uses identity as a foundation for payments, credential issuance and service delivery, and is already in use through Honduras’ BIEN platform and SevisPNG in Papua New Guinea. Co-founder Machiel van der Harst, the previous CEO, became co-chief operating officer.

TECH5 also has a seven-year collaboration with Visa, formalized in Dubai, to combine Visa’s payment capabilities with TECH5’s biometric and identity technology for digital public infrastructure projects, including identity wallets with embedded payment features.

The company develops AI-based face, fingerprint and iris matching algorithms alongside its identity management platforms. In January, it secured a multi-million euro, non-dilutive growth loan from Salica Investments to support expansion into new markets.
