TECH5 Names Co-Founder Rahul Parthe as New CEO

TECH5 has appointed co-founder and chairman Rahul Parthe as chief executive, giving its former chief technology officer full operational and strategic responsibility as the company seeks to expand its Digital Public Ecosystem model into additional countries.

Parthe will continue to set the company’s technology strategy. Co-founder Machiel van der Harst, previously CEO, remains a board member and becomes co-chief operating officer, preserving a senior role in the company’s leadership.

The appointment brings TECH5’s technical architecture and business direction under Parthe’s leadership. His priorities include extending national-scale deployments, developing payment and financial-inclusion partnerships, and maintaining investment in the company’s AI-based face, fingerprint and iris algorithms.

TECH5’s Digital Public Ecosystem approach uses identity as a foundation for payments, credential issuance and service delivery. The company describes it as an extension of digital public infrastructure, connecting identity and trust systems with the applications used by public agencies, banks and other service providers.

The company points to Honduras’ BIEN platform as a national program already using that model.

SevisPNG in Papua New Guinea is another existing deployment. Parthe’s expansion mandate is to take the approach beyond those programs and develop the partnerships that turn identity infrastructure into usable services.

Parthe has more than 20 years of experience in biometric identity management. Before co-founding TECH5, he held technical roles at Identix, L-1 Identity Solutions and Morpho, working on population-scale identity systems.

At L-1 Identity Solutions, he was lead architect and program lead for the biometric solution delivered to India’s Unique Identification Authority for Aadhaar. His responsibilities included the multimodal back-end de-duplication system, which checks biometric records to identify repeat enrolments.

He was also chief architect of Indonesia’s KTP-el national ID system. TECH5 says that program enrolled and de-duplicated 103 million people in its first year, experience that subsequently informed Parthe’s work on sovereign identity infrastructure.

Van der Harst said Parthe’s architecture and vision sit at the core of TECH5’s offerings and that he remains committed to its customers, partners and staff in his new operating role.

The leadership change places country expansion, payment partnerships and continued biometric development within Parthe’s CEO remit. TECH5’s government model combines those capabilities with data exchange and verified participation by institutions issuing credentials or relying on identity services.
