Spain has announced a new procurement initiative worth €1 million to advance its Digital Agenda 2025, focusing on wireless telecommunications systems and digital public services. The tender, managed by the public entity Red.es, aims to implement technology for “smart residences” and related digital services across the country.
The procurement package encompasses a wide range of technological components, including advanced sensors for health monitoring, telecommunications equipment, biometric sensors for secure access control, network infrastructure, and interactive displays. The initiative will be partially or fully funded through the European Regional Development Fund (ERDF) 2021-2027 program, which has supported similar digital transformation projects across the EU.
The project will be executed in Madrid and requires all proposals to be submitted in Spanish through Spain’s Public Sector Contracting Platform. While price is a consideration, the tender evaluation will incorporate multiple criteria detailed in the procurement documents, including technical capability, innovation potential, and compatibility with existing systems.
Red.es, the government authority overseeing public services, will manage the procurement process. The organization has a track record of implementing large-scale digital transformation projects and will ensure compliance with both national and EU digital identity standards. The Central Administrative Court for Contractual Appeals in Madrid will serve as the review authority for any disputes or challenges related to the tender.
The procurement aligns with Spain’s broader digital transformation initiatives under the Digital Agenda 2025, which includes plans for enhanced behavioral biometric authentication and smart city infrastructure. The detailed call for tenders is scheduled for publication by October 1, 2025, with the primary classification falling under CPV 32510000 for wireless telecommunications systems.
Additional classifications cover biometric sensors, network hubs, surveillance devices, and IT services, reflecting the increasing convergence of digital identity and smart home technologies. The tender process will follow an open procedure format, allowing for broad participation from qualified suppliers. To maintain standardization and facilitate evaluation, variations or alternative proposals will not be considered in the submission process.
