Samoa Invites Suppliers Ahead of National Digital ID Tender

Samoa is inviting identity and biometric technology suppliers to an online briefing ahead of a planned procurement for its National Digital Identification System. The Samoa Bureau of Statistics is preparing a request for proposals covering the system’s supply, installation and operational support.

The procurement forms part of the World Bank-financed Samoa Finance Sector Resilience and Development Project, identified as P181456. The bureau expects to issue the request for proposals in November, after receiving the World Bank’s no-objection.

The early market engagement session will take place on Thursday, October 15, from 9:30 a.m. to 11 a.m. Samoa time. Suppliers must register by 5 p.m. Samoa time on Wednesday, October 14, emailing nid@sbs.gov.ws with their firm’s name, country and the names and email addresses of up to two participants.

The invitation welcomes systems integrators, identity and biometric technology providers, and Samoan ICT firms that could join a proposal as a partner or subcontractor. The government is acting through the bureau, with the procurement listed under reference WS-SBS-570867-NC-RFP.

The briefing will explain the project’s objectives, key system principles, expected contract scope, proposal format and indicative schedule. Its agenda also covers the National Digital Identification Act 2024, joint ventures, local partners and the process for obtaining the request for proposals and submitting a bid.

Participants will remain muted and can submit questions through the meeting’s chat. The bureau will share the presentation and recording afterward. It will not hold one-to-one meetings with firms about the procurement, and participation in the briefing will not affect the evaluation of a future proposal.

The notice specifies that firms involved in preparing the request for proposals are ineligible to participate in that procurement under World Bank rules. Information provided at the briefing is indicative and non-binding; the eventual request for proposals will govern the process.

Elsewhere in the Pacific, Fiji’s five-year e-commerce strategy includes national digital ID and electronic Know Your Customer infrastructure alongside work on consumer protection and data privacy.

Once issued, Samoa’s English-language request for proposals will be available free through the government’s e-tendering portal after registration. Firms will submit proposals electronically through the same portal.
