Romania Opens Tender for Citizenship Management System With Biometrics Capability

Romania’s National Citizenship Authority has issued a new open tender for the development and implementation of a digital platform called “RODUC,” aimed at modernizing the country’s citizenship management processes. The contract, valued at 6.35 million RON (approximately €1.28 million) before VAT, covers both software development and hardware provision, with a delivery timeline of eight months.

According to the procurement documents, RODUC will serve as an end-to-end system for handling Romanian citizenship applications—including granting, reacquisition, renunciation, and revocation—as well as supporting registry functions, petition management, statistical reporting, and biometric data processing. The platform is expected to improve workflow efficiency across the Authority’s operations and enable full digital handling of case files.

Scope and Requirements

The contract includes services for developing, testing, deploying, and operationalizing the RODUC system. The buyer specifies that this will not be an off-the-shelf solution but a custom-built system tailored to institutional needs. At least five integrated software modules are required, along with hardware infrastructure comprising servers and client terminals.

Procurement is being conducted entirely electronically via Romania’s SEAP portal (e-licitatie.ro). Bidders must submit offers by June 2, 2025, at 15:00 local time. The tender is open to companies based in EU and EEA countries, provided they meet legal, financial, and technical qualifications, including verified beneficial ownership disclosures under Romania’s implementation of EU Recovery and Resilience Facility (PNRR) requirements.

Evaluation and Selection Criteria

Bids will be evaluated based on a 70-30 split between technical quality and price. The technical component is subdivided into three weighted categories: implementation methodology (35 percent), team experience (25 percent), and licensing strategy (10 percent).

To qualify, bidders must demonstrate a minimum turnover of 6.35 million RON over the last three fiscal years and have completed similar projects totaling at least 3 million RON. “Similar” is defined as the delivery of an IT system composed of at least five interoperable modules. All participants must complete a European Single Procurement Document (DUAE) through SEAP and be legally established to provide software services in their country of residence.

Context and Oversight

The project is partially financed through EU funds distributed under the Recovery and Resilience Mechanism, which imposes strict transparency and accountability measures. The tender was recently updated following a decision by Romania’s National Council for the Resolution of Disputes, and includes additional clarifications and a revised submission deadline.

The RODUC system forms part of broader digital transformation efforts within Romania’s public administration, particularly in areas related to citizen identity and administrative efficiency. In addition to streamlining internal workflows, the project is expected to enhance data security and standardize the handling of biometric information across citizenship applications.
