La Rioja Seeks Biometric Signature Solution for EHR Integration Under EU Recovery Plan

The regional health service of La Rioja, Spain, is seeking to implement a biometric signature solution that would integrate directly with its electronic health record (EHR) systems, in a project funded by the European Union’s Recovery and Resilience Facility.

The open tender, issued by the Servicio Riojano de Salud (SERIS), calls for the deployment of a software platform that allows biometric electronic signatures—such as those captured via tablet-based handwritten input—to be legally bound to patient documents within both primary and hospital care EHR systems. The system must comply with Spain’s legal standards for digital documentation and is intended to eliminate the need for paper-based consent forms.

Hardware Deployment and Funding Context

The contract also includes the procurement and installation of 350 biometric signature devices, along with the necessary mounting hardware and PC connectors. SERIS plans to deploy the equipment across its network, with installation and activation included in the scope of work.

The initiative is part of Spain’s broader digital health transformation strategy and is funded under Component 11 of the national Recovery, Transformation and Resilience Plan, aligned with the EU’s NextGenerationEU framework. Specifically, it falls under Line 6 of Investment 3, aimed at modernizing digital infrastructure in primary care and community health services through the “PERTE Salud de Vanguardia” initiative.

Evaluation and Submission Details

The estimated contract value is €316,260 excluding VAT, with a 12-month implementation period and the option to renew software licensing and support for up to two additional years. Bidders will be evaluated based on a mix of cost (70 percent weight) and quality factors (30 percent), including the proposed plan for biometric parameter access, on-site support, and device warranty extensions.

Proposals must be submitted electronically via the La Rioja public procurement portal by 14:00 CET on May 14, 2025. The winning bidder will be required to provide electronic invoicing and a 5 percent performance guarantee. The procedure has been designated as urgent under Spanish procurement law due to its alignment with strategic health system reforms.
