Punjab Adds Biometric ID Checks to Student Laptop Distribution Program

The Punjab government has introduced mandatory biometric registration for students participating in its free laptop program for the 2024–25 academic year. As part of the initiative to distribute approximately 110,000 laptops, eligible students must now complete thumbprint verification through the National Database and Registration Authority (NADRA) to confirm their identities before receiving their devices.

The biometric verification process is intended to prevent fraud and ensure that laptops reach their intended recipients. Students are required to present themselves at designated NADRA e-Sahulat centers or specified locations within their educational institutions to complete the process. Required documentation includes an original CNIC or B-form, matriculation and intermediate certificates, and the latest academic records issued by their institution.

Eligibility for the program is limited to students enrolled in public sector institutions across Punjab, including universities, colleges, technical institutes, and medical and agricultural schools. Private institution students are not eligible. Additional criteria include academic performance requirements—typically a minimum CGPA or mark threshold—and confirmation that students have not previously received a laptop under earlier schemes. Applications must be submitted through an official portal, with students able to upload documents and track application status online. The registration and verification timeline is expected to run through September 2025, with laptop distribution anticipated after Ramadan (April/May 2025).

NADRA’s infrastructure has been confirmed as fully operational for this initiative. In February, NADRA publicly addressed concerns regarding the system’s capacity, emphasizing that its biometric verification services, including those available through e-Sahulat platforms and mobile applications, are ready to handle large-scale programs. While thumbprint verification is the primary method, NADRA is expanding alternative biometric options, such as facial recognition, to assist individuals unable to complete fingerprint authentication due to physical conditions or worn fingerprints.

The introduction of biometric verification for the laptop program reflects Pakistan’s broader digital transformation initiatives, particularly the emphasis on secure identity verification systems. Recent developments include NADRA’s enhanced biometric features for child ID certificates and the ongoing implementation of the National Registration & Biometric Policy Framework. Security protocols for data handling have been strengthened, although discussions about privacy protections and responsible use of biometric data continue among policymakers and civil society groups.

The program is distinct from a federal Prime Minister’s Laptop Scheme, which is operating separately and has its own eligibility requirements and procedures. Coordination between the provincial and federal programs remains ongoing to avoid duplication and confusion among applicants.
