Procivis is a technology partner in mDL4EU, a European consortium selected for co-funding under the European Union’s Digital Europe Programme to bring national mobile driving licenses (mDLs) into national EU Digital Identity Wallets. The consortium brings together 24 member states, one associated country and more than 30 partner organizations, and its work runs for 24 months starting in November 2026.
Participants include transport ministries, road administrations, national police forces, digital agencies and private relying parties. The consortium will map national infrastructures, build services for issuing and verifying EU-compliant mobile driving licenses, run national pilots in participating member states, and test cross-border interoperability and conformance.
The issuance and verification services are to be aligned with ISO/IEC 18013-5 and ISO/IEC 18013-7, the international standards for mobile driving licenses and for presenting them remotely, as well as with the EU mDL framework, the EUDI Wallet implementing acts and the eIDAS 2.0 Architecture and Reference Framework. The licenses are meant to be verifiable across the public and private sectors and to work both in national wallets and across member states.
Building on the POTENTIAL and APTITUDE large-scale pilots, mDL4EU aims to make the mobile driving license the first high-impact cross-border use case of the EUDI Wallet.
Procivis, a Swiss provider of digital identities and credentials since 2017, is contributing its Procivis One mDL technology, which it says is production-ready and compliant with eIDAS 2.0 and ISO mDL standards. The company is a subsidiary of Orell Füssli, a publicly traded maker of high-security documents whose anchor shareholder is the Swiss National Bank. It is also providing architecture work on integrating national mDL systems with the EUDI Wallet and support for issuance, verification, interoperability and cross-border testing. Lithuania earlier selected Procivis for its EUDI Wallet sandbox.
“The mobile driving license will be one of the first credentials that millions of Europeans will carry in their national EUDI Wallet,” said Andreas Freitag, co-CEO of Procivis. “We are glad to bring our production-ready, eIDAS 2.0-compliant technology, Procivis One, and our architecture to the mDL4EU project and help Member States issue and verify mDLs that work the same way at home and across borders.”
