Papua New Guinea Extends SevisPass Digital ID to Superannuation Sector

Papua New Guinea’s Department of Information and Communications Technology has signed a Memorandum of Understanding with the country’s two largest superannuation funds to integrate the national SevisPass digital identity system and SevisWallet into member identification and service delivery infrastructure, extending the digital ID platform into private-sector financial services for the first time.

The MOU was signed following a meeting between DICT officials and representatives from NASFUND and Nambawan Super Limited, the two funds that together serve the bulk of formal sector workers in Papua New Guinea. The integration is designed to enable superannuation members to verify their identity and access contributions through SevisPass rather than requiring conventional identification documents, with particular emphasis on reaching workers in underserved and remote communities who may not hold traditional ID. The parties framed the agreement as a step toward making superannuation more accessible to workers who have accumulated formal employment contributions but face documentary barriers to claiming them.

PNG DICT launched SevisPass and SevisWallet in November 2025 on TECH5’s biometric infrastructure, establishing the national digital ID framework now being extended into the superannuation sector. The SevisPNG system is structured across tiered assurance levels, with SevisWallet providing a digital wallet component accessible via mobile. PNG DICT first announced SevisPass for the security sector in March 2025, in a joint initiative with the Ministry of Police, before expanding the platform’s scope to broader public services and banking applications.

The scale of Papua New Guinea’s identity enrollment challenge provides direct context for the superannuation integration’s design objectives. With only 3.8 million of Papua New Guinea’s population enrolled in the national ID system after a decade of effort, the SevisPass integration with superannuation funds is designed to reach workers in remote communities who lack conventional identification but are entitled to benefits accumulated through formal employment. PNG boosted its enrollment effort in late 2025 by hiring 500 additional staff to clear that backlog.

The MOU represents the first documented integration of the SevisPNG infrastructure into the private financial services sector since the platform’s November 2025 launch.
