Pakistan’s National Database and Registration Authority (NADRA) has announced plans to implement a facial recognition system specifically designed for pensioners and elderly citizens who experience difficulties with fingerprint verification. The system will launch nationwide on January 15, 2025, accessible through both the Pak-ID mobile app and NADRA registration centers. This expansion builds upon NADRA’s existing digital identity infrastructure, which the World Economic Forum has recognized as a fundamental part of daily life in Pakistan.
The initiative emerged from a consultative conference at NADRA headquarters, where officials and regulatory representatives gathered to address challenges in identity verification. NADRA Chairman Lt. Gen. Muhammad Munir Afsar explained that many elderly citizens face difficulties with traditional fingerprint verification due to faded prints, creating barriers to accessing essential services.
The facial recognition system represents part of a broader technological modernization effort at NADRA. The organization is simultaneously developing the “National Registration and Biometric Policy Framework” and the “Digital Economy Enhancement Project (DEEP)” to advance Pakistan’s digital infrastructure. This follows NADRA’s successful deployment of the Pak-ID mobile app in 2021, which first introduced remote biometric registration capabilities to Pakistani citizens.
During the conference, Lt. Gen. Afsar provided details about obstacles various sectors face in identity verification processes. “The new initiative aims to streamline identity verification processes and ensure better access to essential services,” said the chairman. The move is in line with similar initiatives in other nations, such as Namibia’s recent implementation of biometric verification for pensioners.
The system will operate alongside existing verification methods, providing an additional option for citizens who struggle with traditional biometric verification. It particularly aims to improve accessibility for Pakistan’s elderly population, estimated at over 15 million citizens aged 60 and above.
