Pakistan is moving to organize government and regulated services around a single digital identity, with Prime Minister Shehbaz Sharif directing officials to integrate document verification, banking, health and public transfers into a common framework.
The prime minister called for a meeting of the National Digital Commission to accelerate implementation. Priority areas named in the government review include health, agriculture, utilities, housing and small and medium-sized enterprises. The commission will coordinate identity infrastructure with service delivery across those sectors.
The plan also includes central identifiers for property and a legal digital identity for businesses. Those elements would give public agencies and private institutions consistent references for records that currently sit across separate databases and administrative systems.
Pakistan’s Digital Nation framework is intended to establish a broader data exchange layer around those identifiers. The Pakistan Digital Authority says the Digital Nation Pakistan Act created the institutional structure for coordinated digital transformation, including a National Digital Commission chaired by the prime minister and a national digital masterplan.
The initiative builds on the country’s existing identity foundation. Pakistan previously used the Digital Nation Act to establish a national digital identity framework, while the Pak ID app has added mobile credential storage and facial verification.
The proposed framework extends beyond those earlier developments. A single identity layer could let a person reuse verified attributes across services, reduce repeated document checks and improve matching between public records. It could also create a common entry point for payments, benefits and health systems.
Implementation will be coordinated through the National Digital Commission. The government says legal, administrative and institutional measures are being completed with input from international experts and organizations.
Officials separately discussed expanding access to the Sky47 data center and using the National Digital Commission to resolve institutional bottlenecks. The data-center access plan and the identity framework are intended to move agencies from separate digital projects toward shared national infrastructure.
The program would connect citizen, business and property services through reusable identifiers and shared digital infrastructure. Work is also under way in 14 additional priority sectors beyond those named in the review.
