OpenID Foundation Signs Five Testing Organizations to Launch Independent Conformance Program for Digital Identity Standards

The OpenID Foundation (OIDF) has signed Memoranda of Understanding with five organizations to serve as approved testing service providers in its forthcoming independent conformance test program for digital identity: BixeLab, FIDO Alliance, Fime, Raidiam, and TrustID Solutions. Additional providers are described as undergoing onboarding. The program, expected to launch in Q2 2026, will evaluate digital identity implementations against three core OpenID Foundation specifications: OpenID for Verifiable Presentation, OpenID for Verifiable Credential Issuance, and the High Assurance Interoperability Profile.

The five provider agreements formalize the OpenID Foundation’s accredited-lab conformance model announced in October 2025 to scale independent certification beyond the organization’s existing self-certification service. That self-certification service has already facilitated more than 4,500 implementations. The program builds on the OIDF’s verifiable credential conformance testing launch announced in December 2025 for the same three core specifications, which moved to self-certification on February 26, 2026.

The program targets governments and organizations across 38 jurisdictions, including the EU, UK, US, and the Balkans, that have formally committed to OpenID Foundation specifications. OIDF Executive Director Gail Hodges said independent testing is essential as digital ID programs move from pilots to full deployment. “As these programs move from pilots to full deployment, a globally recognized conformance pathway becomes essential for ecosystems that must meet local regulatory and sovereignty requirements,” Hodges said.

BixeLab CEO Ted Dunstone called the initiative a significant step: “Independent testing underpins trust in digital identity systems. The OpenID Foundation’s initiative is a significant step in scaling consistent, high-quality conformance testing globally.” Raidiam CTO Ralph Bragg said the company’s experience in live production deployments informs the new global standard, adding: “We’ve proven what true scale and assurance look like in live production settings, and we’re excited to bring that experience to help set a new global standard.”

Fime, one of the five MOU signatories, had previously developed testing tools for EU digital ID wallet and mobile license standards. The program targets the specifications that achieved 87 percent interoperability success across seven global issuers and five wallet providers in prior testing, validating the readiness of the underlying standards for certification at scale. The independent program is expected to serve as foundational infrastructure for the European Union Digital Identity Wallet and similar regulated ecosystems.
