Nigerian authorities are preparing to launch a new multipurpose biometric identity card initiative through a collaboration between the National Identity Management Commission (NIMC), the Nigeria Interbank Settlement System (NIBSS), AfriGO, and other stakeholders. The project builds upon Nigeria’s broader digital identity program, which aims to provide digital IDs to 180 million citizens by 2026 under World Bank funding.
The new card will feature biometric authentication using fingerprint recognition and include multiple digital wallets for various transactions. Citizens will be able to use the card for utility payments, transportation services, shopping, and accessing government services across all Ministries, Departments, and Agencies.
A key technical feature is the card’s ability to function both online and offline, enabling services in rural areas with limited internet connectivity. It is expected to have robust security features and biometric verification to prevent fraudulent use and ensure legitimate distribution of government benefits. This offline capability is particularly significant given Nigeria’s recent efforts to expand financial inclusion in remote areas.
The rollout plan involves making the cards available to Nigerian citizens both domestically and abroad, as well as legitimate residents. Currently, 26 banks are participating in card issuance, with more expected to join the program. The initiative includes partnerships with state governments and private sector entities to support implementation.
“The digital card is a domestic solution to drive financial inclusion and provide cost effectiveness and transparency within the systems,” explained AfriGO CEO Ebehije Momoh. “It would ensure data sovereignty and autonomy, and we all know that data is significant to improve our economy.”
The project is the latest in the country’s recent digital transformation initiatives, including the implementation of biometric verification for farmers and the modernization of government services. Officials indicate the cards will be priced affordably to encourage widespread adoption.
