Nigeria has launched an $83 million tender for the modernization of its National Identity Management System (NIMS), aiming to implement version 2.0 of the platform. The tender, published on the European Union’s tender notice platform, marks the latest phase in Nigeria’s ambitious digital identity program, which has already received $45.5 million in World Bank funding through the Nigeria Digital Identification for Development Project (ID4D) initiative.
The procurement seeks a System Integrator to implement a comprehensive identity management solution based on the Modular Open Source Identity Platform (MOSIP). This choice of MOSIP follows a growing trend among national ID programs, as the platform recently enhanced its capabilities to support QR codes and other advanced features. The system will integrate multiple components, including Automated Biometric Identification Systems (ABIS), Government Relationship Management systems, and billing solutions.
Technical requirements specify the establishment of both a primary Data Center and a secondary Disaster Recovery Center to ensure system resilience. The selected integrator will be responsible for hardware commissioning, MOSIP platform installation, and integration of biometric enrollment kits. A crucial aspect involves migrating existing NIMS data to the new platform, which currently manages identities for millions of Nigerian citizens.
The project includes training and knowledge transfer components for the National Identity Management Commission (NIMC) staff to ensure sustainable system operation. The tender specifically requires an ABIS license for the Disaster Recovery Center, addressing a current limitation where ABIS exists only in the primary facility.
The tender’s placement on the EU’s TED platform indicates adherence to international procurement standards. The project receives support from multiple international partners, including the World Bank and European Investment Bank, as part of broader digital development initiatives aimed at establishing Nigeria as a leader in digital identity infrastructure in Africa.
NIMS 2.0 aims to enhance public service access, financial inclusion, and security measures in Nigeria. The implementation of open-source and modular technologies through MOSIP provides scalability for future system expansion, with the potential to rival India’s Aadhaar system in scope and capability, according to industry experts.
The tender submission deadline is February 3, 2025, with a required proposal security of $800,000. Bidders must acquire procurement documents and submit proposals through official Nigeria ID4D project channels.
