NEC Renews WIN Partnership in Decade-long Contract

NEC Corporation of America has renewed its contract with the Western Identification Network, a consortium of western US states and law enforcement agencies for which NECAM provides a shared Multimodal Biometrics Identification System (MBIS), dubbed the “Integra-ID5”, that enables WIN members to search criminal and civil biometrics records.

The contract renewal entails an upgrade to the legacy Integra-ID4 Automated Biometric Information System (ABIS), with Integra-ID5 delivering improved scalability and a fast and secure means of storing and retrieving biometric records. Additionally, the data migration process has already involved the deduplication of 28 million ten-print fingerprint records, and a search of 52,000 unknown latent images, which produced 2,043 latent hits including 149 homicide cases.

Other enhancements include a new search capability for the FBI Interstate Photo System, and a shared interface with the FBI’s Next Generation Identification (NGI) system.

The NEC MBIS solution is offered as part of the company’s Safer Cities platform, and is being provided to WIN on an Identity-as-a-Service basis, with computing processes housed in NEC’s FBI CJIS-compliant data centers.

NEC and WIN have been working together since 1989; the latest contract will extend that relationship until at least 2032.

The contract renewal’s announcement comes shortly after the news that NEC Europe head Chris Jackson had been named CEO of NECAM at the end of last month. Jackson will serve in both roles as a newly minted SVP with the overarching NEC Corporation.
