Moldova’s eGovernance Agency (AGE) has issued a formal call for public institutions and private sector organizations to integrate with EVO, the country’s national digital identity wallet, ahead of the planned rollout of EVO 2.0. The agency convened a working session bringing together representatives from financial services, technology firms, and public institutions to present the wallet’s technical architecture, an interoperability framework, and a verification tool designed specifically for the financial sector.
EVO currently supports digital ID cards, driving licenses, and vehicle registration certificates. The EVO 2.0 upgrade will add residence permits, civil status records, passports, and proof of residence. More than 200,000 digital documents have been issued through the platform since its launch in 2024.
AGE has set a June 2026 milestone for presenting initial verification scenarios. That same month, Chisinau will host the Moldova Digital Summit 2026, where participants will be able to test the EVO digital wallet in a live setting. Remote onboarding capability is targeted for August 2026. Remote Qualified Electronic Signature (rQeS) functionality and EU certification are expected by 2027.
AGE enlisted Estonian technology company Cybernetica to align Moldova’s regulatory framework with EU Digital Identity Wallet standards. Moldova joined the WE BUILD consortium in September 2025, one of the European Commission’s selected large-scale EUDI Wallet pilot programs, committing to connect 20 relying parties to an EUDI-aligned wallet version by the end of 2026.
Moldova has been building its digital identity infrastructure across multiple fronts, including its biometric data capture procurement in 2025. Moldova is an EU candidate country, making its alignment with EUDI Wallet standards particularly notable. The government portal, launched in January 2026, currently provides 600 services across more than 60 institutions. Moldova holds a Grade A rating in the World Bank eGov Maturity Index and ranks 17th in the ODIN index. The country aims to digitize all government services by 2030.
The WE BUILD consortium includes more than 180 organizations from 27 countries. Moldova’s integration of private sector financial institutions into EVO 2.0, enabled through the dedicated verification tool presented at the working session, extends the wallet’s utility beyond government-to-citizen services into regulated commercial applications such as banking onboarding and financial identity verification.
“EVO is the country’s gateway to secure digital services, trusted interactions, and global interoperability,” said Nicoleta Colomeet, Director of the eGovernance Agency.
