Moldova Expands EVO Digital ID Acceptance to Four Banks

Four Moldovan banks now accept digital identity credentials from EVO, the country’s integrated government app, extending the wallet’s use for customer identification in financial services.

Moldindconbank, FinComBank, EuroCreditBank and Victoriabank are participating, according to Moldova’s eGovernance Agency. The expanded list adds EuroCreditBank and Victoriabank to the first two banking integrations introduced this summer.

Customers identify themselves by scanning a QR code and choosing to share the information requested by the bank. Verified attributes are transferred digitally, replacing the presentation or photocopying of a physical identity document and reducing manual entry of customer information.

The wallet’s consent step shows the holder what the institution is requesting before the information is shared. Banks can receive the attributes needed for an interaction through the national infrastructure rather than collecting another copy of the customer’s document.

The agency opened EVO integration to public and private organizations on April 1. Thirty relying parties are now at different stages of connection, including a major telecommunications operator and the National Bank of Moldova. The integration work spans public institutions and private businesses that request verified identity information from wallet holders.

Moldova is developing the wallet in line with the European Digital Identity Wallet framework, the EU’s program for interoperable digital identity credentials. Agency director Nicoleta Colomeeț said the next phase will expand acceptance across public and private services while maintaining compatibility with Europe’s emerging wallet infrastructure.

Through the WE BUILD consortium, EVO has tested digital identification in the European person identification data, or PID, format and digital driving licenses in the ISO mobile driver’s license format. Partners from France, Hungary, Austria and Belgium participated. Further testing in Moldova brought together teams from France, the Netherlands, Croatia, Romania and Ukraine.

Moldova has also completed onboarding to the European Commission’s third-country trusted-list initiative, alongside Ukraine. That initiative connects partner countries with cross-border trust information used to validate digital services.

The eGovernance Agency operates Moldova’s national digital platforms and is making test certificates and an integration guide available to organizations connecting to EVO. It expects at least 20 organizations to be operationally integrated by the end of 2026, expanding the places where holders can present verified information from the app.
