Login.gov Targets Mobile Driver’s License Integration by 2026 for Digital Identity Verification

The General Services Administration’s Login.gov platform plans to support mobile driver’s licenses (mDLs) for digital identity verification, with the first production phase targeted between October 2025 and March 2026, and broader integration expected later in fiscal year 2026. The initiative marks a significant step in enhancing digital identity services for accessing federal programs.

Luigi Ray-Montañez, head of engineering for Login.gov, indicated at a federal industry event this week that mobile driver’s license support is expected “sometime in the near future,” adding that mDLs are considered strong identity evidence that could simplify and streamline online verification processes. This expansion follows recent security upgrades to the platform, including optional biometric features designed to reduce identity fraud risks.

The move aligns with broader federal efforts to strengthen digital identity capabilities across government services. Recent approvals such as the Transportation Security Administration’s certification of Louisiana’s LA Wallet digital ID for nationwide use reflect a growing federal acceptance of mobile credentials.

Ray-Montañez emphasized that the goal is to maintain a smooth user experience while meeting high standards for privacy and data protection.

The implementation will rely on standards-based protocols, including ISO/IEC 18013-5:2021, which defines security and privacy requirements for mobile driver’s licenses. The work also involves collaboration with the National Institute of Standards and Technology’s National Cybersecurity Center of Excellence (NCCoE) to ensure interoperability and security compliance. This complements recent GSA partnerships aimed at enhancing Login.gov’s identity verification ecosystem.

The integration of mobile driver’s licenses forms part of GSA’s broader modernization plans for Login.gov. Rather than a single modernization project, GSA has established up to $194.5 million in blanket purchase agreements with eight vendors to deliver advanced identity-proofing tools and technologies for the platform. These efforts are intended to improve security, reduce fraud, and enhance the overall user experience for individuals accessing federal digital services.
