The U.S. General Services Administration (GSA) has issued an emergency contract modification to integrate biometric verification into the federal Login.gov platform, citing an urgent need to counter escalating fraud threats.

The modification was awarded to Celerity Government Solutions LLC, doing business as Xcelerate Solutions, under Task Order No. 47QPCA24F0030. The change adds a second identity verification capability to Login.gov’s workflow, specifically enabling biometric comparison functionality. The decision was made under a Limited Source Justification (LSJ) citing urgency, allowing the government to bypass standard competitive bidding procedures.
Fraud Mitigation Drives Biometric Integration
According to the published notice, Login.gov could not incorporate a new biometric solution from a different vendor due to technical and regulatory constraints. Xcelerate Solutions is currently the only vendor with an Authority to Operate (ATO) from GSA’s Office of the Chief Information Security Officer and an integrated solution already functioning within the Login.gov environment.
“Without the execution of the out-of-scope contract modification… the Login.gov platform will be at greater risk for fraud attacks,” the justification document states. The biometric capability is expected to enhance the platform’s resilience against identity fraud, particularly in high-risk or high-volume scenarios.
Contract Details and Scope
The emergency modification is valued at $625,834.56, bringing the total potential value of the contract to $7.57 million. The full scope includes more than 14 million identity verification transactions over a 24-month period. Functional Area 1 of the contract focuses on document capture, authentication, and validation services, now expanded to include biometric comparison.
The Login.gov platform is managed by GSA’s Technology Transformation Services (TTS) division and is used across multiple federal agencies for secure digital identity verification. It has faced criticism in recent years for limited use of biometrics compared to private sector solutions, making this shift a notable development in federal identity strategy.
