Kuwait has implemented mandatory fingerprinting requirements for expatriates aged 18 and above as part of its security measures to prevent passport forgery and double citizenship. The initiative affects the country’s significant expatriate population, which makes up approximately 70 percent of Kuwait’s total residents, and has direct implications for their ability to conduct government transactions. The mandate builds on Kuwait’s successful national biometric initiative that achieved 98 percent compliance among citizens in 2024.
The biometric fingerprinting requirement applies to all expatriates over 18 years of age residing in Kuwait. Expatriates who fail to complete the fingerprinting process face substantial consequences, including the inability to conduct government transactions and potential suspension of their Civil ID – a crucial document required for banking, employment, and healthcare services. The new system follows the Public Authority for Civil Information’s (PACI) recent enhancement of the “MY KUWAIT ID” mobile application with multi-level verification systems.
For expatriates whose residency permits are approaching expiration or require transfer, completing the fingerprinting requirement is a prerequisite for proceeding with renewal or transfer processes. The biometric data collection system works with Kuwait’s existing governmental infrastructure for identity verification and documentation, supporting the country’s recent digital transformation initiatives in various government sectors.
The fingerprinting mandate forms part of Kuwait’s broader digital identity management strategy. The system strengthens security measures while streamlining government services for the expatriate population. Implementation includes integration with Civil ID issuance processes and other government administrative functions. The program has already demonstrated its effectiveness, with authorities successfully using the biometric data to identify and apprehend individuals wanted for various crimes.
Kuwait’s Ministry of Interior oversees the implementation of the fingerprinting requirement. The system operates in conjunction with existing identity verification protocols and residency permit processes. Government facilities throughout Kuwait provide fingerprinting services for expatriates to comply with the requirement. The implementation supports broader Gulf Cooperation Council (GCC) efforts to standardize and enhance identity verification systems across member states.
