The mandatory registration process includes fingerprinting and other biometric data collection, expanding beyond the existing requirements for civil service employees who were recently required to use biometric verification for attendance tracking. Residents must complete this registration to maintain access to government services and benefits. The system has sparked discussion among experts regarding whether separate fingerprinting is necessary for individuals who have already completed biometric registration for other purposes, such as Ikama.
Implementation is proceeding through the Meta Sahel biometric appointment system, which has been designed to facilitate efficient processing. The system allows residents to schedule their registration appointments, though availability of appointment slots may be limited. The initiative follows a pattern of strict deadline enforcement, as demonstrated when 47,445 Kuwaiti citizens missed a previous biometric registration deadline, resulting in service disruptions.
The biometric registration requirement serves dual purposes: enhancing identity verification capabilities and preventing fraudulent access to services. The policy has already demonstrated its effectiveness in law enforcement, with authorities successfully using the system to identify and apprehend hundreds of individuals wanted for various crimes. The measure represents an expansion of Kuwait’s existing identity management infrastructure.
Residents who have not yet completed their biometric registration are advised to schedule appointments through the Meta Sahel system to ensure continued access to government services.
