Kenya-based Smart Applications International Ltd has announced plans to provide a biometric attendance-tracking and access control system to the Kisumu County government, marking the latest example of Kenya’s growing appetite for biometric solutions.
Kisumu is one of the 47 counties in Kenya and is situated in the western part of the country, along the shores of Lake Victoria. It is known for being a major port city and a commercial hub in the region.
Smart Applications International, meanwhile, is known for offering smart card systems and other technology solutions primarily in the healthcare sector. It operates in multiple countries across Africa, including Uganda, Tanzania, and Zambia, in addition to Kenya.
In Kisumu County, Smart Applications International has been tasked with providing a system that could prove to be an important upgrade for the government’s digital infrastructure, though the specific modalities and associated technologies to be used haven’t yet been disclosed.
“This innovative technology will revolutionize our public service, how we manage our workforce, and secure our facilities, ensuring enhanced accountability, productivity, and security,” asserted Kisumu County Governor H.E. Prof. Peter Anyang’ Nyong’o. “It is a testament to what can be achieved through effective private-public collaboration, and we look forward to the significant benefits this system will bring to our county operations.”
The move echoes undertakings at the national level. Earlier this year, Kenya’s Ministry of Public Service announced plans for a biometric payroll registration for all of the country’s public servants. Part of its aim is to prevent payments to “ghost workers” after an annual audit from the Public Service Commission found payments going to almost 20,000 more ostensible employees than were accounted for in staffing records.
The project’s announcement comes amid national government preparations to implement the Maisha Namba Digital ID project, which recently received additional earmarks in the 2024/2025 fiscal budget.
