TOTM Technologies’ wholly-owned subsidiary InterBio has won additional contracts from the Indonesian government, totalling $7.5 million.
The bulk of the award, which was signed by the Ministry of Home Affairs, concerns technical support and maintenance for the country’s national ID system. Last year, InterBio charged $1.3 million for this service from September to December. It’s now getting $600,000 for maintaining the service in January of 2024, and $6.5 million to carry support through the duration of 2024.
Meanwhile, the Indonesian government will pay about $470,000 for the issuance of “2 million additional Automated Biometric Identification System (ABIS) licenses”, according to a statement from TOTM.
TOTM Technologies is a Singapore-based technology company specializing in secure biometric solutions and identity management platforms. The firm’s expertise lies in areas like fingerprint, facial, and iris recognition technologies, which are then leveraged to build powerful digital identity applications. These applications serve a wide range of use cases including national identity programs, automated border control systems, financial and fintech solutions, healthcare management, and even critical infrastructure access control.
TOTM Technologies acquired InterBio in a two-stage process. Initially, TOTM purchased a majority stake (51 percent) in InterBio in 2021. Later, TOTM acquired the remaining shares, completing the acquisition and making InterBio a wholly-owned subsidiary of TOTM Technologies.
As for Indonesia’s Automated Biometric Identification System, the concept originated in 2009 to improve citizen data management. Between 2011 and 2012, the government launched the e-KTP program, collecting fingerprints, facial images, and iris scans from citizens for a new electronic ID card system. With collaborations between the government and technology providers, the ABIS infrastructure was developed, including databases, matching engines, and data centers.
The ABIS implementation happened in phases rather than a single nationwide launch. Over time, the system faced challenges such as data quality and privacy concerns, leading to refinements for increased accuracy and stronger data protection measures. Today, the ABIS is a cornerstone of Indonesia’s digital identity programs, playing a crucial role in national identification, government services, and various social welfare initiatives.
