Indonesia is developing a digital identity system that will provide a single sign-on gateway for citizens to access various government services. The “INA Pass” initiative, led by INA Digital, aims to integrate all public service applications through a centralized portal launching in September.
Muwasiq M Noor, Peruri’s Advisor for Digital Government, emphasized that INA Pass will streamline the current fragmented system where citizens need to use multiple applications for different services. Instead, users will only need one login to access services, with their digital identity linked to their existing identity numbers.
The registration process for INA Pass will be straightforward and secure, requiring users to input their full name, ID number, and undergo KYC verification using face recognition and liveness detection to prevent fraud. Once registered, users can access the portal’s features via their smartphones.
Civil servants will also be able to use INA Pass for administrative tasks like promotions and training applications. Future integrations may include essential services such as transport, financial transactions, and scholarships, following models like Singapore’s SingPass and Malaysia’s MyDigital ID. Provisions are also being made for people without smartphones or those with disabilities, with local governments providing registration facilitators.
INA Pass will operate on the existing IKD platform managed by the Directorate General of Population and Civil Registry (Dukcapil) of the Ministry of Home Affairs. Reports first emerged earlier this year that Dukcapil had been working with Estonian authorities on a digital ID app, leveraging the latter country’s expertise in this domain.
Dukcapil Director-General Teguh Setyabudi noted that while only 3.8 percent of the population has activated their IKD as of June, he is optimistic about rapid adoption once the public service portal is launched. The integration with the Ministry of Health’s SATUSEHAT service is expected to boost IKD activations, as 108 million SATUSEHAT users will be able to activate their digital identities seamlessly.
To encourage IKD adoption, Dukcapil is conducting public education campaigns and establishing adoption posts at branch offices down to the village level. The government is also collaborating with state-owned and private companies to promote IKD adoption among employees. Most state civil apparatus bodies at various levels have already activated IKD to facilitate digital government operations.
