Indonesia’s Directorate General of Population and Civil Registration is seeking input from biometric technology suppliers ahead of the planned procurement of a next-generation Automated Biometric Identification System, with registration for the market engagement closing September 30.
The Ministry of Home Affairs agency, known as Ditjen Dukcapil, is conducting the exercise with support from the World Bank. It is inviting qualified ABIS original equipment manufacturers and providers of large-scale biometric solutions to submit the required documents by 11:59 p.m. Jakarta time on the deadline date.
The engagement focuses on large-scale multimodal biometric deduplication, high-performance identification and verification, and the long-term integrity of national population records. Deduplication compares biometric records to identify potential multiple registrations by the same person; the notice seeks input on multimodal matching for the modernization.
Integration is another stated priority. The proposed system is intended to connect with SIAK, Indonesia’s population administration information system; IKD, its Digital Population Identity platform; electronic know-your-customer services; and other national platforms. The World Bank describes the wider digital identity ecosystem as serving more than 290 million people, with secure, inclusive and scalable services among the objectives of the modernization.
Biometric identification searches records for a matching person, while verification checks a claimed identity against its associated record. Both functions are included in the areas on which Dukcapil is seeking market feedback.
The consultation is a pre-procurement exercise. Dukcapil plans to use the technical and market feedback to refine its procurement and implementation strategy.
Indonesia has separately sought passive facial liveness technology for the IKD mobile application. That tender called for an integrated software development kit, Indonesia-based hosting and more than 16 million non-expiring liveness transaction credits. It concerned remote onboarding, while the ABIS consultation addresses biometric matching and population-record integrity across connected systems.
The country’s INA Digital government platform initiative has also drawn on IKD infrastructure, with INA Pas designed as a sign-on gateway for public services. The current ABIS notice specifically names SIAK and IKD alongside electronic customer checks in its integration priorities. Interested firms must register and submit their documentation before the deadline; further engagement details will be sent to successfully registered organizations.
